Regional Operations Manager
Essential Job Function:
Manage operational functions of a Consumer Markets Division (CMD) Region. Provide operational support to the Regional Vice President by assuring compliance of Branch Operating Procedures and supporting quality of the closed loan product in all Branches within a Region.

Responsibilities:
Responsible for monitoring late file, deficiency and QC compliance with appropriate time frames. Communicates status with Divisional 1st Vice President and Regional Vice President (RVP). Provide the branch direction and assistance in resolving difficult deficiencies. Works with Branch staff on training issues to eliminate deficiencies. Perform delinquent loan file reviews on high delinquency branches to determine if the credit characteristics of the file and the quality of underwriting contributed to the delinquency status of the loan. Evaluate cause and effect, create and deploy an action plan for improved performance and monitor corrective actions and future performance. Monitors branch compliance to all federal and state regulations. Take appropriate actions to improve performance in underperforming branches. Implement and monitor all compliance actions plans in the region through completion. Spot audits files during branch visitations to assure compliance and mitigate potential sanctions, fines and penalties. Identify training needs and facilitate the delivery of training. Monitor branch compliance to Fair Lending Principles. Review responses to QC audits to assure accuracy of information and timeliness of response. Based on responses determine possible training needs, coordinate training and communicate the issues and training needs to the RVP to result in improved overall quality of underwriting.
Review and analyze all guideline updates, policy changes and agency changes and assure all Branches fully understand and implement the appropriate changes. Monitors branches for conformance to new processes. Assist branch in adapting to strategic change.
Pipeline Management - Monitor pipeline activity in each branch. Monitor overall branch productivity relative to staff. Ensure files are not overdocumented and all streamline products are embraced and utilized. Monitor branch performance relative to projections, study cause and affect of underperforming branches; work with the RVP to improve performance.
Complete a Branch Evaluation on all Branches annually including all file reviews required. Advise and educate Branch Manager and Assistant Branch Manager on file discrepancies to result in improved file quality. Conduct periodic spot audits in the branch of files and processes. Identify and evaluate any Branch where there is cause for concern on quality of closed loans, quality of operational efficiency or a question on separation of operations and production.
Responsible to assure compliance with ancillary products, new loan products, special products and services. Communicate procedural or operational constraints to RVP and assist Branches in overcoming any obstacles.
Functions as liaison between LandSafe Companies and Branches. Is liaison between Branches and Call Centers to resolve issues and address training needs. The Regional Operations Manager has the responsibility of assuring the operations staff is able to efficiently process, underwrite and close new products while avoiding deficiencies on closed loans.
Responsible for assuring new Branches are opened in accordance with established Branch operating procedures. Insure 60-90 day follow up visit to check compliance with Branch Operating procedures.
Provides strategic, product and operational training for branch personnel for assigned region to include new and existing branch staff. Assure the Performance Development Programs for new Assistant Branch Managers and Loan Specialists are administered properly. Monitor training needs within the Region and facilitate the coordination of additional training. Perform specialized training on the use of Loan Auditor, AS400, Edge or any other operational systems as needed.
Monitor staffing levels of operations personnel within each branch in the region to assure adequate coverage for processing, underwriting, closing and shipping. Monitor pipeline and funding activity relative to staffing levels, make appropriate recommendations for staff additions to RVP with supporting justification. Participate in the hiring and interviewing of operational staff. Conduct second level interviews for all ABM candidates. Assure each branch operationally provides a high level of customer service and consistent funding levels.
Assist RVP in determination of QOG'S for the Operations of each branch quarterly. As a result of established QOG'S make recommendations for operational training needs to the RVP and CMD Center for Learning.
Monitor underwriting authority and underwriting test case status within the Region. Review underwriting nomination qualification before forwarding the Divisional 1st VP of Operations.
Resolve customer complaint issues.

Preferred Skills/Education:
Thorough knowledge of all FNMA, FHLMC, FHA, VA and Company guidelines.
Must have a good understanding of CMD Branch Operating Procedures.
Must have all underwriting designations.
Minimum 8 years mortgage banking experience.
Prefer experience in a Countrywide Home Loans Branch office as an Assistant Branch Manager or Branch Manager.
