Business Development Manager - PA State Government

Tata Consultancy Services/Tata America International is seeking an experienced individual to help grow our Pennsylvania State and Local Government accounts.  The selected candidate will be responsible for selling into select Pennsylvania Government agencies, developing and maintaining relationships with partners, building relationships with key clients, utilizing a structure sales process, and positioning TCS as a systems integrator in the PA Government market both with direct sales and partnership arrangements.

Base Location - TCS Camp Hill, PA Office

 

Principal Accountabilities:

 

Senior Business Development Manager

 

Reporting to the Government Practice, this individual will assume a primary role in leading business development efforts for the Commonwealth of Pennsylvania Government Account which includes all State, Local and Municipal Government clients.  The key emphasis will be on services to agencies in

 

?  Transportation

?  Human Services including Welfare

?  Enterprise I T

?  Public Safety

?  Labor

?  Education

?  Tax

 

The candidate must formulate strategic and tactical business development plans to support  account growth objectives, and will be accountable for specific orders and revenue goals.  Candidate should have extensive experience in Business Development, Sales, and prior Public Sector experience at the Executive Level.  Candidate must have excellent written and verbal skills with experience in leading and writing business proposals.  Candidate must be able to work in a highly dynamic competitive environment with a willingness to assume responsibility to lead and manage work assignments in a individual and team setting.

Job Responsibilities


Develop strategic business plans to include targeted agencies, and strategic partners. Identify and assess key opportunities that support company strategic goals; develop and implement win strategies. Identify appropriate strategic partners, and develop and maintain strong working relationships. Analyze customer needs and preferences, competitive and market intelligence, and strategic partner and technology alternatives, thus providing relevant and informed input to the solutions and proposal development processes. Develop and present solution-focused marketing/sales presentations to CIO level customers and partners. Demonstrate collaborative, solutions-focused sales techniques that result in improved sales results and customer satisfaction.

 

 JOB REQUIREMENTS:

 

  EDUCATION:

  Bachelor?s Degree in Business or Government related field

  EXPERIENCE:

  Three to Five years experience in Government sales, solution sales experience highly preferable.

  SKILLS:

? BS or BA required, an advanced degree is preferred.

? Minimum 5-10 years experience within a business development function in the State/Local market space.

? Advanced degree in a technical or business discipline desired.

? Ability to develop and implement comprehensive business development/sales strategies and plans

? Relevant work experience with State Government in target government areas of Transportation, Enterprise IT, Welfare or Labor

? Strong record of developing and maintaining strategic relationships, especially at the CIO level, in State and Local Government

? Self-starter with proven ability to develop and successfully execute market entry strategies

? Technical knowledge and ability to grasp and convey technical capabilities and solutions

? Previous experience selling services and products to State and Local Government

? Superior communicator and competent in presenting to senior and technically savvy audiences

? Solid working knowledge of government procurement processes and performance-based contracting

? Demonstrated success in capturing $5+ million opportunities
