As Proposal Manager, you will manage creative development, content, organization and deadline driven publication of qualified large complex master contract and individual site sales proposals for the Institutional sectors in the Americas region. This position will primarily focus on the US Federal market, with additional responsibilities in the state and local markets, education sectors and the healthcare market in the Americas Region. It is expected the new contracts resulting from this effort will include the DOE Super ESPC 5 year contract worth approximately $50M annually to Trane as well as other US federal contracts that have an estimated annual value of $20M. There will be task order and deliver order responsibilities for our current US federal IDIQ contracts. Resulting from these master contract wins will require proposal effort. As we expand globally, this position will become a team leader position for a team of proposal writers directed at securing new customer orders. This position will directly impact our ability to win new master US federal, state and local government, education and healthcare orders which are estimated in excess of $100M annually.


Position Responsibilities:

? Develop master proposal content in the form of written verbiage and graphical representation of Trane's differentiators and operational plans for federal, state and local government, healthcare and education market sectors.
? Manage Trane's proposal response to large, complex and well-qualified global or regional contract opportunities for the institutional markets' such as federal IDIQ contracts, healthcare GPO contracts and cooperative purchasing organization contracts.
? Manage Trane's proposal response to qualified, large, complex field based opportunities in the Institutional markets.
? Maintain Trane's reference listing by market segment and Trane's internal resume listing for specific qualifications required on proposal responses.
? Responsibility for healthcare GPO (Group Purchasing Agreements) proposals, state term schedule proposals and cooperative purchasing agreements worth a combined $30M annually.
? Impact the state and local, education and healthcare markets in the local districts to achieve the overall PACT / CS order volume of $120M in 2006.
? Assist the legal team and financial teams in the proposal development areas, further minimizing these functions requirements over time for proposal development.

Bachelor degree in business, technical or libral arts field; MBA preferred
Minimum of 5 years of proposal management experience.
Experience with US federal proposal requirements
Experience with US federal acquisition regulations (FAR)
Demonstrated ability to manage matrixed teams and achieve all required deadlines.
Demonstrated experience publishing winning US federal proposals preferred.
Previous experience managing others preferred.
Previous experience in HVAC, Controls, Performance Contracting or related field preferred.
Excellent written communication skills.
Excellent Microsoft Office software program and other desktop publishing skills.
