Cell Site Construction Manager

Apex Systems has am immediate opening in the NW suburbs for candidates with Cell Site construction experience.

Candidates should have experience with aspects of construction including the following:

Site Acquisition
Property maintenance
Vendor relations
CDMA, TDMA, or GSM
MS Project
Property Zoning
PMI or PMP certification is a bonus

 

Please review the job descriptions listed below. Both roles describe the same Cell Site Construction position, however the Sr. level requires more experience.


 



 

Project Manager

Senior Project Manager

General

 

 

 

? Responsible for development of new cell sites including site acquisition, design, regulatory requirements, and construction

? Responsible for equipment upgrades / modifications to existing cell sites

? Responsible for ongoing cell site maintenance and property management

? Responsible to lead other projects as assigned generally classified as Project Management

 

? Thoroughly understands all project manager responsibilities and has the ability to handle work assignments with little to no guidance.

? Routinely exceeds goals and objectives at the project manager level

? Assists Manager in ensuring that departmental goals and objectives are met

? Assists Manager with mentoring and is a role model for others in the group

 

Job Knowledge /

Technical Skills

 

? Basic understanding of the cell-site development process in the wireless industry

? Site Acquisition:

? Ability to manage a site acquisition vendor

? General understanding of cell site acquisition process from issuance of a search ring to execution of a lease

? Ability to review site candidate information and work with rf engineering to obtain viable candidate solutions

? General understanding of cell site lease terms and conditions with basic ability to negotiate in the best interest of the company

?  General understanding of title reports

? General understanding of zoning laws and regulations as related to cell site acquisition. 

? Ability to manage a site acquisition vendor and assist in obtaining zoning approvals, including local, state, and federal.

? A&E Design:

? Ability to manage an architectural / engineering vendor to perform site design services.

? Basic understanding of cell site design including raw land, collocation, rooftop / tenant improvement, water tank, stealth applications, and other misc structures.

? Familiarity with architectural and engineering drawings for cell sites.

? Basic understanding of access and utility requirements and associated easements.

? Responsible to assist planning of site design and layout during initial site walk taking into account the interest of the rf engineering and operation groups

? Responsible to review cell site drawings submitted by the A&E firm for accuracy and completeness.

? Site Construction:

? Ability to manage a construction vendor to perform site construction services

? Thorough understanding of cell site construction practices

? Responsible to obtain competitive bids, evaluate, and award 

? Responsible to plan, organize, schedule, and ensure safe construction of new cell sites in a timely manner to meet company site-on-air objectives

? Responsible to schedule site inspection meetings and ensure sites are properly constructed to company standards

? Responsible to ensure site files are properly closed out

? Other:

? Basic understanding of the different types of base stations and their specific engineering requirements.

? Basic understanding of MTSO switch architecture.

 

? Thorough understanding of the cell-site development process in the wireless industry

? Thorough understanding of project manager level job knowledge and technical skills

? Ability to foresee routine site development issues and develop a plan to surmount those issues.

? Ability to develop solutions to difficult and sometimes unforeseen barriers that present themselves as part of the cell site development process and effectively surmount those barriers

? Ability to effectively lead multiple people through the site development process, including internal associates as well as vendor associates.

? Ability to lead multiple projects that are very complex, long-term and cross departmental, that have major impact on the company

? Ability to deliver projects within budget and on schedule

? Ability to plan projects, obtain resources,  manage risk, monitor and report status

? Serve as single point of contact for the project

? Perform project planning activities including the creation of a project definition and plan to clearly identify the project?s scope, participants, tasks, and responsibilities

Education

 

? AS Degree in telecom/engineering/real estate discipline, or

? 4 years military experience in related field, or

  2 years related experience in wireless industry

? BS Degree telecom/engineering/real estate discipline preferred, or

? AS Degree in technical discipline, or

? 6 years military experience in related field, or

? 5 years related experience in wireless industry
