Supports and coordinates the design and implementation of safety, health and environmental programs, consistent with Regional, Division and Corporate goals and objectives. In partnership with leadership team, works with employees and management to control losses due to accidents and to achieve regulatory compliance, risk reduction and environmental protection. Provides Regional safety reports, including OSHA recordable accidents, vehicular accidents, and general liability accidents, and other Compliance related reports to Region, Division and Corporate on a regular basis. Analyzes trends on reports and makes recommendations to the business to drive costs down and enhance safety awareness.
Leads Northern New England Region Management in preparing safety policies and procedures for compliance with local, state, and federal OSHA rules and regulations. Interprets and assists Northern New England Region Management Team in maintaining compliance with FCC rules for Public and Technical file compliance, Equal Employment Opportunity, and other FCC regulated items.
Communicates regulatory, Corporate and Regional requirements related to compliance, safety, health and environmental initiatives. Assists business in understanding and applying related requirements. Educate the business on most recent changes or revisions to regulatory requirements.
Conducts scheduled and unscheduled work site and facility inspections to assure compliance. Partners with leadership team to assess work place safety needs and makes recommendations to increase safety compliance. As well, creates an action plan for the business respond to when safety concerns are raised.
Provides safety related training or coordinates training via CU to employees in response to regulatory requirements or in response to trends in accidents and/or loss of work time incidences. Identify needs and implement safety related training to prevent and reduce risk in the workplace.
Track all accident activity within area, analyzes data collected and provides recommendations to the business on how to reduce future occurrences. Partners with management on the return to work of employees injured on job to educate them on accident avoidance.
Acts on behalf of area to lead safety related initiatives and partners with key business leaders to insure the business embraces the initiative and provides the business a needs assessment to carry out the initiative.
Reviews losses and seeks opportunities to implement successful loss reduction strategies (i.e. accident investigation data, motor vehicle records, driver complaints, employee suggestions and feedback, safety activities, etc.)
Assess and develop safety committees as required by federal, state and company regulations. Provide support and guidance with subject matter expertise to safety committee members to insure they are provided the tools to be successful in their roles.
Responds to and investigates violations of safety, health and environmental regulations, policies, procedures and rules. Develops forum with HR to provide consistent feedback on violations to enable HR to recommend corrective action if necessary.
Scopes and presents to senior leaders within organization the financial risks to the business if safety initiatives and regulations are not adhered to.
Maintains FCC Public Inspection Files throughout regional footprint. Audits files, and performs Comcast duties in accordance with the Consent Decree between Comcast and the FCC. Is deemed the regional public file leader. Trains public file key holders on their responsibilities across the region. Interacts with the Northern Division public file coordinator.
Tracks and analyzes accident reports, Worker's Compensation claims for the Region and makes proactive recommendations on improving safety records based on analysis of trends and patterns within the business. Assimilates data from the Areas and Shared to compile required OSHA reports, W/C reports, Lost Time reports and other reports as required.

Qualifications
5-8 years in safety specific position, preferably within telecommunications industry
Broad experience with safety compliance and safety management, including implementation of regulatory requirements (OSHA, EPA and DOT).
Proven success managing FCC specific regulatory requirements (CLI, POPs)
Proven success delivering presentations
Successful record of delivering training modules resulting in reduction in risk to the business
B.S./B.A. in Safety or related field preferred.
Certified Utility Safety Administrator (CUSA) Preferred
Occupational Health & Safety Technician Certificate (OHST) Preferred
30-hour OSHA General Industry Training Certificate
Ability to quickly identify issues, determine corrective action and delegate responsibility to complete tasks
Excellent management and organizational skills
Ability to prioritize tasks
Must have goal setting, analytical, and planning skills
Highly effective verbal and written communication skills
Strong interpersonal and negotiating skills
Ability to work in a team concept as a team player and leader
Strong computer skills in Project, Excel, Word and Outlook.
Ability to assimilate data from various sources to identify issues and recommend solutions
