Position Objectives

Support the development, design, and implementation specific to the operational and regulatory aspects of both a tactical and strategic IP-based full mobility telephony and communications services platform utilizing 4th generation technology.

 

Responsibility Summary

This position/individual will essentially act as the subject matter expert providing technical knowledge in the IP telephony and communications space, as well as demonstrate the ability to exercise business savvy in performing complex research, recommendation and implementation of NextWave?s overall strategic commercial IP-based communication services offering utilizing 4G wireless technology. Some of these services would include SIP-based context aware applications, unified messaging, video conferencing and collaboration, IPTV, enhanced directory assistance, and geolocation.  This position/individual will share the responsibility to insure FCC required regulatory mandates are met (V911 I2 ?I3 and CALEA compliance) as well as support E2E QoS and security specifications.

 



Duties/Functions/Tasks Summary

 

? Utilizing 4G mobile broadband technologies, support the development of an all IP-based telephony and communications service offering strategy to provide reliable, high speed, multimedia communications to customer base

? Perform qualitative evaluation of alternative IP-based telephony service offering models

? Lead/support cross organizational and partner architectural sessions in Design Phase

? Lead/support final architecture review session and sign-off on high level architecture model

? Lead/support development of a cohesive system-wide quality of service (QOS) model to insure high quality IP-telephony application delivery.

? The integration and documentation of SIP-enabled multimedia services. 

? Work with Network Security Engineering to define IP-voice related security policies

? Work with Network Management Engineering to develop and implement management policies

? Development of best practice documentation and policies and procedures for network operations

? Support NOCC / CARE organizations with Tier II-III trouble resolution

? Collaborate with cross organizational groups (RAN, CORE, BOSS, OPS) in the development of standardized Method of Procedures document (MOP)

? Support company practice of knowledge transfer via common sharing repository or intranet

? Research of core network technologies in support of IP-communications, and emerging technologies

? Perform proof of concept testing and validation of network design; audit and validate implementation process plan

 

Qualifications

? Engineering Degree or equivalent experience

? A minimum of 5 years of experience within Service Provider grade  environment

? Experienced with development and implementation of converged voice and data networks with QOS technology

? Strong written and oral communications skills

? Experience with IP voice products, Soft Switch, SIP servers, and media gateways

? Thorough understanding of SIP, RTP, RADIUS/Diameter and other related IP voice protocols

? Experience with vocoders, on wireless as well as wireline networks (EVRC, AMR, G.726, G.729, G.723.1 for example)

? Understanding of the vocoder algorithms, their voice quality metrics and QoS support needed.

? Good understanding of signaling and transport protocols in wireless networks that provide IP voice service

? Experienced with common voice mail platforms and system design

? Experienced with Public Switched Telephony Network (PSTN) interworking and interfaces

? Familiar with current E911 and CALEA regulations

? Familiar with emerging 3GPP architectures and standards such as IP Multimedia Subsystem (IMS)

? Cisco, or other related IP internetworking  certifications beneficial

? Competency in common office applications, PC, Email, MS Office, MS Visio and Internet

? Solid understanding of various routing and switching methodologies and practices relating to ISP deployments

? Experience in optimization of time sensitive traffic using different QOS mechanisms, i.e., Queuing methods, Switching methods, Diffserv and 802.1P&Q

? Thorough understanding of the TCP/IP protocol suite, IGP, EGP protocols, and the limitations surrounding these protocols

? Knowledgeable  of wireless networking standards such as UMTS, CDMA-2000, 802.11x, 802.16x, others

 

 

 

Special Position Requirements

? NextWave is a very fast paced and dynamic environment.  This position is required to interact with different levels of management and a professional demeanor is a must.

 

? The position will primarily be located in Henderson, NV.  There will be occurrences where offsite meetings are necessary, requiring travel.
